But emigration doesn't necessarily entail a change of citizenship; EU countries, for example, could legislate to seize an individual's assets based upon citizenship rather than country of residence. And, given that governments almost always act to increase their size and power, if the proposed taxation method proved successful in one country, it would probably be adopted elsewhere.
